I want to get into Canada, but I have an OUI on my record, what's the deal? Nobody can give a straight answer!?

I got my OUI when I was 18 in Maine. I still currently live in Maine, and love Quebec City, but I've heard they will not let you in with an OUI on your record. Is there a way past this? I have heard you need to take a cl, get a pardon from the government in Ottawa, pay a certain fee, and a myriad of other things. Lots of people say I will never be legally allowed into Canada again!
