Space Exploration questions I suck at. Help?

i think telecommunication is at high rate when on the ionosphere and that means it would be better on 700 km up since the ionosphere has negatively charged particles called ions that can help spread electrical currents to help improve telecommunication. for #1. they should consider many things first the type of materials they are going to use next is the shape of the capsule then the air supply the size of the capsule and the type of engine used to power it up on space of course they should also place a heat shield and also the electric supply since the heat shield wont work if there is no electricity .
